It is so we know where to start writing.... like underneath. I use that line for a date or title.

because if your writing a report you need a line to put the title
and if you are writing a letter your supposed to put the date on it

I always use it for the title...
And i write on top of it.
I never let a line go unwritten.

or the title mabe? lol if we didnt have that one the next line down would be used for the title or skipped and if that was gone we'd skip the next one and so on.
