The BMV cross checks other states. You can only get you Wisconsin license after you take care of the items in Illinois.

You may ask the local drivers license authority.

You may give your name as "Joe A. Smith". They will tell you the truth.

I believe now each state will do an inter-state check (inter means among all states), intra-state means within the state.

you cannot get a license in any state if your license has been suspended by another..
