couldn't figure out what ya'll were saying about moving start bar, tried it didn't work?

i tried what you said but it still wouldn't work, there isn't anything that says task bar on or off. i tried right clicking and moving it down..it only goes down halfway on the screen then it stops, it won't move down any farther.

Just saw your second question, haven't seen your 1st. Right-click on taskbar and (if there is a check next to "Lock the Taskbar") clear the lock. Then click & drag your taskbar to any side (top, bottom, left or right) you want it. Then right-click and lock the taskbar.
