I have been getting shaking in my steering wheel at low speeds, especially when stopping and starting. It will shake back and forth. If I stop at a light, when Im accerlerating it will do it until I get up to speed. Once im up to speed it goes away. Also, I think that I may need to have my tires rotated and balanced. How much does this usually cost and could that possibly take care of the problem?

Sounds like you have a bigger problem than a balance/rotation will cure. Either the tread on your tires has started to bubble, or worn shocks have caused the tread to wear unevenly. Either way, a complete front end inspection is the only way to know for sure. Now you didn't say the vibration occurs under braking at speed, so I will assume your brakes are fine. Plus, it's rare that a braking is severe enough to shake the steering wheel at low speed and not be noticed when using the brake any other time.

It's not out of balance tires at those low speeds. You need to fork over the cash for a steering/suspension inspection. Something sounds loose. Enough speed just puts sufficient force on the loose part to take up the slack, so it stops shaking.
