Just like people - most all pet animals should have a safe environment to live in . Along with regular visits to a vet ( or be visited by a vet ) , at the very least - once a year . And good nutrition , regular exercise , and daily contact and affection from their humans . PLUS - a lifetime commitment - they're NOT disposable !
Pets can be wonderful , loving , and rewarding companions,
BUT - folks should ONLY take on as many animals as they can provide ALL these things for . And make no mistake - depending on the species - it can be quite costly !
For some people - NO pets is the best choice !

I think that if a person has the space,time and the financial means to accomodate numerous dogs than let the owner have as many as possible. I think if they are not breeders all of their pooches should be spayed/neutered. In rural communities I don't see placing a significant limit but in urban communities there I think there shouldn't be more than 4. I often feel if we give the government legistlation over our homes then sometimes they can over step their boundaries and infrindge on some of our rights so I think it all depends and it's a hard call to make.

It depends on the person, some people are knowledgeable animal lovers that can take care of as many as they wish, others are too lazy or ignorant that they should not even have a gold fish let alone a cat or a dog, God forbid a horse

The number of pets you have is dependent on the room you have, the area you live in, and if you can afford to properly care for them. Can you afford the food, the vet bills, the kitty litter, etc.
If you live on a farm, you can also have bigger pets if you have the facilities and money to afford the feed.
Some people love pets, and can handle multiple pets.
I have quite a few pets, but we can feed and house and care for them. If I couldn't, I wouldn't have them.

It depends on where you live, and how much attention you can give them. If you live in a small apartment and you work all day then maybe all you should get, if anything, is a cat. If you are retired and active, living in a rural home then you can have dozens of pets.
See what you can afford and what quality of live you can give them.
try to adopt and always care for your pets like you would care for a child.

In some states the limit is four pets. I only have one, and cannot imagine having to care for more! my sister has two cats, and they are ok, but I think that too many is unsanitary unless you are living on a farm!

Like some of the other people have said, enough that they can handle taking care of them daily and give them the love and attention they deserve. I have 6 guinea pigs, 2 betta fish and a dog once ya start you just cant stop! Ha ha.

However many you can realistically afford, care for, and own by your city's laws.
For most people, 1 cat and/or 1 dog is more than enough. Animals cost money to own AND to care for. If you can't do that, you don't need another animal.

As many as they can love and care for plus look after. I own a dog, two cats, two guinea pigs, a rabbit, three budgies and fish and I still have time for them.
