if you have a Betta, he is building a bubble nest and it's natural.
If your bubbles look kinda like sea foam, it is excess waste and nutrients. Test your water and perform water changes as needed. I would elaborate, but I don't know what kind of fish you have.
Nitrifying bacteria "eat" ammonia, or fish waste. Nitrogen gas is released, along with other waste gasses from the tank. This is why the amount of surface area in you tank in important. The more surface area, the more gas exchange. Bubblers and filters agitate the water, releasing waste gasses and helping good gasses dissolve into the water for the fish and plants to breath.
Bubblers do not add oxygen to the tank because they make bubbles, they just break up the surface tension to allow gas exchange. This is why live plants are a better source for added oxygen than an air stone. They add dissolved oxygen to the tank.
So, Betta nest, waste, or gas...but it's normal. Just check your water quality for issues.

OH! I totally know this one! ok, fish breathe stuff called dissolved oxygen, that's air that is trapped in the water by waves, or movemoent in the water, it happens naturally. Fish then breathe in the air and breathe out, just like people! But don't try breathing underwater, the amount of dissolved o2 is miniscule compared to what we breathe. So, when you see the bubbles, that means you're watching your fish breathe, even if you don't see it!

It may mean something - It may mean nothing. Put your ear down close to te aerator on your filter. If you hear your fish screaming, "Calgon - Take me away!", then it just means that your fish are a little stressed out and just need to take a bubble bath to relieve the stress. However, if you put your head down towards the filter, and you smell a foul odor, then it probably means that your fish have gas and you need to change their food. Do this quickly, before they bloat up and float to the ceiling.
