i got holden commdore vt car 98 model my both raditor fan is not working what eles i have to check and where they are on car.

You need to find the temperature sender with one wire and put a ground(earth) to this wire.If your fan comes on the temperature sender is bad.If it doesn't, then check the relay.Also,you can put a hot straight to the fan motor and verify the motor is good.

I'm not familiar with the car you speak of, but most radiator fans especially the electric ones are thermostat controlled. They only work after the engine temperature is hot enough to activate them. Some radiator fans are clutch controlled with temperature sensor to engage them.
Should be able to locate the fan(s) towards the front under the hood.
