I have a vacation home in another country (NOT the USA) and there are little kids and annoying neighbors who come over to my house asking to borrow my stuff and begging for $$. I am thinking about putting one of the Electric Fence Chargers up around the perimeter of my property to electrifyand protect my property. Do you think it is a good idea? There are NO laws saying I cannot do it I have already checked with a lawyer in the town I am from. It is from a company called Kencove www.kencove.com and it 7,500 VOLTS..

If you know that these people will get hurt then I would say try something else like maybe a big scary barking dog that will scare them away. But its your property and you can do as you wish. Just try and make it well know that it is electric. Big signs posted in plain view in their language would do nicely.
