Many, many things can effect the speed.

Processor speed, memory, network card settings (full duplex/half duplex), even type of Harddrive.

To dig into this question, realize that each time your computer gets a block (packet) of information, it msut process it. If your full size system has a databus that will move the data in less clock cycles, you'll win in terms of speed.

If his laptop is connected via a nic card that is on a USB bus, for example, the data needs to go from ethernet to USB (often accross the main system bus to do so), just to be converted to serial and then back into RAM. This process can take a few miliseconds but that time adds up.

Laptops are usually slower then desktop PC's simply because of the way they are designed. Size and weight concerns cause slower but more rugged parts to be used instead.

Depends on a number of things. Your PC could be configured more appropriately than his (e.g. the various network settings are closer to what they should be on your computer) or it could be connection issues.

If you have cable internet access and you both live a good distance apart then it might be that more people in his immediate area are also using cable internet access and that would make it slower for him. If you connect by DSL then it might be that you have better phone lines than he does. Line quality is one of the major factors in DSL line speeds.

If you're both on dial-up then it's likely a configuration issue. There are various tutorials that can be found around the net that can help with that.

Same internet? You mean you live together and your getting different speeds? Or do you live separately?
If you don't live together there could simply be more routers and switches between his house and the server (or even just a greater distance to the central office).
Wait, is this dsl or cable?
Any way, he could be wireless while your running a cable to your modem.
His modem maybe older, or if you are both wireless he could have a cheaper wireless router.
Lotsa things could make the difference, hey, maybe you just have more ram.
