1) Simultaneously change all of your passwords so he can't get the new for one account by using the confirms sent to another account. Send him a formal letter asking him to stop. I'd get it certified.
2) If that doesn't work, report it to the local poliece, and show them a copy of the certified letter. They may reccomend that you either file a restraining order or a cease and decist.
3) File said document.

The worst part about this whole ordeal, is that there is really no easy way that they can prove he is doing it, and it's nothing serious right now; so the poliece are not likely to invest the resources necessary to prove it's him. Unless you think he's a real danger, the only thing you can do is up to #3 and hope he takes the threat seriously.

Did you ever tell him your passwords for your email accounts, or did he just guess? If you EVER receive an email from him don't open it. Sounds like your boyfriend is just a script kiddie. He prob. is putting scripts inside of your emails, and when you open them he gets your passwords/key-logs you.

Change all your passwords, or just create new email accounts. As for the cell phone. There should be a way in which you could call your carrier, and tell them NOT to EVER change your password. Most companies like Cingular ask you a million questions when you want to change something on your phone. Set up a list of questions you/or whomever must answer before accessing your phone account.

If you want to report him for hacking into your equipment, contact the abuse department of your Internet Service Provider and/or cell phone provider.

If you want to report criminal activity, call the local office of the FBI.

Set aside some time to change your e-mail account(s), and change all passwords.

Then, send notice of your new e-mail address only to those who you want and trust to have it.

Unless he threatens you with some sort of harm, I doubt reporting him will do any good.
