Technically a photo printer will print on whatever you feed it that is the same size as what you have told it. If it is a small photo printer, yes you can feed it a piece of paper the same size as photo paper and it will print.
Hopefully the question is asked because you want to print non-photographic material on regular paper. Printing pictures on regular paper tends to soak it and the quality of the picture is pretty bad.
