Soluble materials in water lower the freezing point. I think salt lowers the freezing point of water to -26 C, but don't quote me on that, go look it up yourself.

salt will lower the temperature at which water freezes. a salt solution will not freeze into ice at 0 degrees celsius.
thats why sea water does not freeze when the temperature hits 0 celsius.
