LOL. I guess you just recently got your heart broken. Because they are jerks and only want you for one things. Are because they really do love you but can't deal with a relationship right now. Or because they are confused. Either way those are the three most powerful words to the english language.

Why do you think a thief when caught keeps telling the cop I haven't done anything? To say that I love you means maybe I should but I don't love you dear.

Because on some level they do, and they feel like saying it...
and, because it makes them feel better....
As a Buddhist, for example, I love all my fellow creatures, even as much as I love my daughter, my only child....so, in many ways, I can say that:
I love you also....
But that isn't what you're getting at, is it??
So, I think, mostly, it makes them feel better about themselves....
