Above Average. Some states may consider that "gifted" for purposes of class placement, but in mine, the minimum is 130.

An IQ score of 128 rates a person at approximately the 97th percentile. This means that if the same IQ test was given to a random selection of 13 year old children from across the country the 13 year old who scored a 128 did better than 97 out 100 13 year old test takers. That's a very good score.
Remember that this is comparing the child who scored 128 to a random sample of children the same age. A random sample means that there will be average students, gifted students, students with mental retardation and everyone in between included in the sample.
You also need to consider who this 13 year old that scored 128 is being compared to. If he/she is being compared to an average 13 year old, this is a very good IQ score since the average range for IQ is 90 to 109. If he/she is being compared to students in a gifted program, this is a mediocre score since most students in a gifted program score above 130 on an IQ test.

First of all, like others have mentioned if it was online, the results are likely not that valid. Second of all, what test battery was used? No two intelligence testing batteries are the same, hence the scores will be different for each test. If you really want to have a valid measure of your intelligence go see a liscensed counselor or psychologist who will probally test you with the Wechsler Intelligence Scale for Children IV (WISC IV), which is the current gold standard for measuring "intelligence" in children between the ages of 6-16. Important to note, the term "intelligence" is wide and varied. No test on the planet fully measures "intelligence". The score on the test is just how the creators of the testing battery define "intelligence".
