1994 Chevy 6.5 turbo diesel you to hold throttle down to start will not start at idle run's great to 2600 rpm

I have replaced turbo injection pump fuel pump potentimeter sending unit (pick up tube) I have check the wiring from the cab to the pump and around the injection pump

Fuel filters? is it getting enough fuel? or too much?
