I am an American, retired , living in Mexico. Mexico (away from the border towns ) is very safe. There are large American colonies in some places, but these areas are very expensive to live in. if you choose a less touristy "real Mexico" place, the costs are much less. i live in a small town near a large city in the state of Veracruz. There are about 50 or so gringos around here, more in the city. Climate is perfect, costs lower than many parts of Mexico. many people live very frugally here. There are other similar places in mexico too. I think Panama is WAAAAY too hot! if you would like more specific info, you may email me.

There are communities of American retirees in several places in Mexico and Costa Rica. There are safe areas in both countries and many retirees with small budgets and a sense of adventure go to retire there.

What kind of income are you looking at? South Africa has a substantial first world element and with $3 000 a month, you would do well. Mauritius is very cheap and incredibly safe but you may not be able to buy property there. I am not too certain about their healthcare though, even though it is free at government hospitals. I was in one of their private clinics when I was there on holiday and I was not impressed at all even though I paid a small fortune for something very simple.

Seriously ... try one of the retirement communities in Ensenada. You are close enough to the border to shop and receive mail in the US, but the cost of living is substantially lower.

One of my co-workers is getting ready to retire, and he has his place down there ... awaiting the FM3 ( the document that lets you have a bank account and register a car in Mexico). The area is lovely ... and only an hour from San Diego.

Nice weather, nice views, nice people. I may do it myself when the time comes.

The Louisville Kentucky area is very affordable. Louisville is a nice small city. It has most of the benefits of a bigger city culturally but the cost of living is much lower than other parts of the country.

Have you tried the back alley of some restaurant? Really low rent and all the free discarded food you can eat out of the dumpster. Your neighbors will be proud owners of cardboard box condos and property taxes are virtually non-existent.

The less money you have to spend the less 'safe' you can buy. What country are you living in now? Look at Russia or maybe Turkey?

Panama is quite nice.
There are subsidies for retirees, and the cost of living is inexpensive.

Wow, you really want it all huh? Try some 3rd world country. No utilities or mortgage there. Make sure you bring your own food and water supply.
