Links are crucial for good rankings, but it is very hard for a new site (especially a commercial one) to rank well in organic (non pay per click) search engine results. Search engine optimization is a huge topic and you may need to read an ebook to understand all the tactics you can follow and what their implications in rankings are (this one, in my opinion, is the best: http://www.accordmarketing.com/seobook/ ).
I will give you a tip that few people use and that perhaps will help you, if you don't have a budget. It is more a guerrilla marketing approach that some people are using successfully, and it is this: write product reviews in Amazon.
For example, you sell security equipment: cameras, tasers, scanners, etc. Go to the Amazon pages of some of those products and write your personal review of them. Prior to that, you will have to create your Profile, which gives you the option of adding your web site's URL. If somebody reads your reviews and find them helpful, they will probably click on your user name, which will reveal your profile and your website. That way, you will get many visitors. These people may feel more comfortable buying from you than from Amazon, especially if they like your reviews.
The more reviews you write, the more you will enhance your reputation as an expert (and the more links to your site you will get...).

Submitting articles to the article directories will give you the best results. you just need to submit to the good ones like ezine.com and searchwarp. The more you submit to the better of course.
The reason for these links being valuable is that they are one way links to your site, much better that reciprical links.

Apply these two methods and you will get results.
Your PR does not count for much in the rankings, site design is much more important.

Saint, it's a tough market to crack. You know there are search engine submission firms that guarantee good results but they are also expensive. Have you tried tweeking your keywords for better results? I understand that using video is becoming increasingly popular and search engines are focusing on video marketing. Might be worth your time on your limited budget to get the web cam going and start a video campaign. Hope this helped.

try listing your products under amazon.
They will list your products along with your own, and process all the credit cards etc, just tell you where to mail the products.
Also submit your inventory to froogle.com and other similar sites.
