Though that Nandrolene in their urine would be the one for which they have already undergone courts and hearings and stuff like that.Can ICC take the new decesion for them?

The ICC has no problems with them playing in South Africa, they can tested in South Africa also and why are you worrying so much about Nandrolene, let and wait and see what happens, I personally do not think that WADA will able to make a proper case against these two bowler's unless they test positive again and I do not think they will be ever caught again they have learnt their lesson and they will not destroy their carriers doing it again. Bit I find the PCB at fault when it knows that 90% of it's player's are illiterate they should have made them aware of the dope tests by educating them in Urdu

WADA have already filed appeal against the decision of Appallete Authority in Pakistan. If the appeal is upheld, ICC can take action.
ICC can also take action against them if their test result at the time of World Cup is found positive.
