There is no waiting period in Kentucky.
I don't think you need a blood test, not sure though, website didn't mention needing one.

You have to be 18 to marry without parental consent. 16 and 17 year-olds can get married with the signature of 2 witnesses (18 years or older), 1 guardian/parent, and a deputy clerk.
If you are pregnant and 16 or 17, you can apply to a district court judge to be married without parental consent.
Under 16, the courts decide whether you can, then the 2 witnesses, parent, and deputy clerk signatures.
