I left Vietnam yesterday and was there for a month. I am tempted to say that Never is the right time to go as the people were not very nice and it left a rather bitter taste in the mouth.
We had sun glassses nicked and the people would only give them back if we bought them off them (we didnt out of principle)
I met others who had had bags and other belongings stolen and a lady whose camera was nicked. The police said they would find it for her if she gave them 50 dollars and turned out they had it in there back room and that they had nicked it!!!
Christmas is cold. I was wearing jumpers and jeans the whole time and at points wearing 2 jumpers. If you want to go for the beach AVOID DECEMBER- there were two thypoons whilst we were there making swimming impossible.
Hoi An was nice and Ho Chi Min City (Saigon) was definately better/nicer than Hanoi!!!!! If your looking not to be grabbed and ripped off the nicest of a bad bunch is in Hoi An and there was a beach which Im sure would have been nice in Hot season.

I like last of March to the middle of April. Weather is just about right, not to hot yet. Wish we could visit then; but we have a daughter in school; so we visit again this year in June/July (hot).

between November and February - cool and no rain - the weather in Saigon is great and safe (no storm)
