You can use the free part of http://www.addme.com to submit to most search engines. You should study Meta Tags, as these are important for site placement using keyword searches. Hope this helps

As mentioned by Cspeedy, the search engines such as google allow you to submit your url to be included in their database.
Be wary of any site that asks for payment to do this for you. Some may be able to make your link show up higher in the results, however there are many things you can do to optimize your pages so that they show up listed in the most relevant searchs.
Another possibility which is sometimes included in the 'pay for submission' sites is to pay for per-click or other advertising as mentioned above regarding google's pay per click services.
Including links to other web sites and likwise getting other web sites to link to you is what it's all about (or is the hokey pokey what it's all about? ;-) hmmm)

just make the website and host it on yahoo hosting, it will automatically be indexed into yahoos search engine then googlebot will pick it up

its up to you how developed a site you want and if you want to use your own domain name

There are codes that you can put in html head, put keywords in it and submit the site url on search engines. Googles got a submit my site page where you can submit it for free.
