Yes it literally means you have to move the decimals 33 places to the left
for eg
123 X 10 ^ 3 is same as 123 E +3
the value is therefore 123 X 1000 = 123000
1.72419 E -1 is 1.72419 X 10^ (-1) or 1.72419 /10 = 0.172419 (We have effectively moved the decimal 1 place to the left)
hence when we see 1.72415 E (-33) we have to multiply 1.72419 by 10 ^ (-33) or 1.72419 / 10 ^ -33 which means moving decimal 33 places to the left

Exactly!!! The E means exponent thus the figure multiplied by 10 rised to the power... If the power is negative then you would have to move the decimal point to left and if it is positive then you would have to move the decimal point to the right!
