The tube sock simply catches the semen so that when you ejaculate you don't get it all over the place. Also, the soft cloth feels good against the penis skin. After jacking off the sock goes into the wash and no one is the wiser about you jacking off.

watch American Pie, cause I think the main guy does that... I think it's to catch what you shoot out. But honestly I have no idea... I've heard of wearing a tube sock when you go tanning but not when you are jacking off... Good luck and don't use a wool sock!
