Pseudofolliculitis barbae is what it sounds like you have.It is a foreign-body inflammatory reaction surrounding ingrown hair, which results from shaving. The problem occurs more commonly in people who have curly hair. Normally it occurs in men who shave their faces daily, but it can also occur in women as well. There are basic treatment procedures for it, but in the long run you may just be the type of person that is more susceptible to this. If so you might consider not shaving that area and trimming it only, or if bare skin is desired, laser hair removal is getting much more affordable. Treatment steps include:

Initially, let the hair grow for 30 days to eliminate ingrown hairs.

Use a polyester skin-cleansing pad twice a day. Or, use a moisturising shaving foam.

When you resume shaving, use a single blade razor. Double blade razors cut the hairs too short allowing them to grow in.
Alternatively, use electric hair clippers or a razor with an attachment that leaves the cut hairs long. Aim to have a 5 o'clock shadow immediately after shaving.

Shave in the direction of the follicle, not against it. Do not stretch the skin.

At night, apply a lotion containing glycolic acid to the affected areas. This exfoliates the surface skin cells and reduces the likelihood of new inflamed spots.

If you have severe pseudofolliculitis barbae, ask your doctor whether a prolonged course of tetracycline or one of its derivatives would be suitable for you.

Consider laser hair removal. In some cases, this is much more effective than any other measure.

If the above measures fail, accept that you have to grow hair there.

I used to have exactly the same problem for years, I tried everything! One day someone suggested I dip my razor in Dettol or anything similar (antiseptic solution for cuts etc) to sterilize the blade, I did this and noticed a huge improvement, the next time I shaved I took this a step further and decided to dab my face with Dettol after shaving, I had the BEST shave i've ever had, NO rash, NO zits, NO itching and NO redness like I used to have, the downside is you smell a little "antisepticy" for an hour or two but its worth it not looking like a margarita pizza.

I also only shave every few days which i'm sure puts less stress on my skin.

Basically the bumps and white heads are tiny little infections teaming with bacteria, if you sterilize your skin and blade (and don't touch your skin for 20 mins after) you stop some of the bacteria getting into the cuts and open pores.

I hope this works for you! I never looked back.

This is common, after shaving. First, it's best to shave in the way that the hair grows. Second, it's important to use lots of shaving cream or any other soother, in the process of shaving, and it's important to use lotion over the area quite often after shaving. Medicated lotion is even better (IE: Gold Bond)

Exfoliate your legs first... use distinctive cream or cleansing soap and shave with the hair no longer against it, you pick for to be shaving downwards. it won't experience marvelous mushy.. even nonetheless it incredibly is going to look greater effectual. some everybody is in simple terms carriers to the bumps nonetheless, i ought to leave my legs for a three hundred and sixty 5 days (no longer that i could) however the bumps on mine could stay... my mum has them too, ought to in basic terms be something you ought to stay with.
