I like open ended questions... so I'll try and respond with what I think was your most likely question. Please take your pick:
1) No, chrome rims do not float.
2) Yes, chrome rims can be made into stylish (albeit heavy) earrings.
3) Chrome rims can be heavier than non-chromed rims, though the difference is essentially meaningless. And aftermarket chroming has been suspected of weakening rims, there is little to no evidence to suggest this is the case with rims chromed at the time of manufacture. The main performance draw back to chromed rims is that the rim may crack, and the chrome not - making for an unsafe situation that can not be seen.

Quality and reputation is most important. Careful mounting is very important. Each scratch= rust when it's chrome over steel. Chrome over aluminum eventually flakes off. Polish slows down these effects with timely applications. With careful maintenance on good quality rims you could hand these down to your grandchildren in " like new" condition.
