Certainly, the worst smelling city is Tijuana.
Just take a walk over the Tijuana River one evening, after the raw sewage has had time to sit and bake in the sun.
This is the main reason the taxi's take such a long route from the border to the strip clubs.

Kaukauna, Wisconsin always smells from some kind of factory that is in town. Many of the locals have gotten used to the smell over the years, but all the visitors know that Kaukauna is known for their awful stench.

Lancaster, PA has a lot of industry and cows, it's rough in the morning. The worst is a tie between Newark, NJ along the Turnpike and the airport in Lima, Peru.

Cedar Rapids, Iowa. They have a Quaker Oats plant there. You can smell it miles away from the city and miles afterwards.

Anyplace where most people are muslims (to the extent they cover their faces). I bet they sweat an awful lot under those face veils, that allows bacteria to breed and excrete. Can't be very hygenic.
