I know places like Phoenix, El Paso, and Las Vegas get a number of days where the temperature rises over 105, but the humidity is so low the heat index doesn't match the air temperature. Then again, heat is heat, dry or not, so what do you all think? What about sweatholes like Houston or New Orleans?

Highest one so far was in Dhahran, Saudi Arabia on July 8, 2003, the dewpoint was 95 °F (35 °C) while the actual temperature was 108 °F (42 °C) giving it a relative humidity of 67%. The heat index at that time was 176 °F (80° C). This is a full 16 °F (9 °C) higher than what was believed to be the highest heat index possible on Earth.

Any rather humid and warm city can register a high heat index. I suspect that these groups of cities would be very bad:
Cities around the Gulf of Mexico
Cities around the Great Lakes
Cities on the coast of Florida
Cities on the Mississippi River

To see actually number of days with high-heat for many cities:

Sorry I couldn't be more specific but NOAH doesn't keep records for Heat Index only mean temperatures.

I would say a city like Brownsville, TX is a good guess cause it's always in the 90s or 100s and it's right on the coast. Houston is pretty bad, and probably some cities in Florida. I do know that where I live Austin, TX, we get higher heat index readings than say Brownsville, but only for a day or two. A few summers ago, we had one day that was 119F and the humidity was actually above 40%, so the heat index was about 136F (which by the way is the hottest temp recorded in the world).
