There isn't a specific ratio like i have 8 medium size fish in a 20 litre tank and thats planty...for a 20 litre tank no more than 12-14 medium/small fish should be kept but it all depends on the size of the fish because if it's a massive 4 ft fish you don't want that in a 20 litre tank but if they are 3 cm long fish then you can have 20 in a 20 litre tank....hope this helps....:)

The "Fish per gallon/ fish per litre/ inch per gallon" rules are complte crap and should be disregarded.

They only really can apply to slim bodied fish like neon tetras. The do not take in accound fish compatiblilty, fish waste, fish swimming speed, or the height of the fish.

It is best to research individual fish to see what they need and what they are compatible with.

For slim bodied fish only (Tetras, Danios, ect), I would recommend 1 cm per 2 liters of aquarium water.

This assumes good circulation, aeration, and filtration.

Wtih more full bodied fish or goldfish this all goes out the window.

For goldfish I recommend 1 fish per 30 liters minimum for long term health.

The rule of thumb that works the easiest is one inch of adult fish per gallon of water.

However this only works with the "average" bodied fish such as tetras, gouramies, etc.

It doesn't work for large bodied fish such as goldfish, koi, oscars, etc.
