Some of these are more Christmas-themed, but some are suitable for the New Year. Crafts and decorations:
http://holidays.about.com/od/craftsactivities/Crafts_Activities.htm
This lists some specific New Year's Eve crafts that could be used to decorate:
http://familycrafts.about.com/od/newyears/index_r.htm
This has tips for New Year's entertaining:

Silver and black are common colors seen in New Year's decorations. I suggest balloons, centerpieces (http://www.centurynovelty.com/detail_198_014-50553BKS.html), stars, streamers, those fun '2007' glasses where your eyes look through the zero's, confetti, fun party music, and maybe some fancy lights (strobes, colorful lights, discoballs, etc.)
Happy New year!

Hi...good luck! it takes a Village!!! I've always found that sites that deal with food have a great decorating advantaged, so WWW.FOODNETWORK.COM is a plus; tray Martha Stewart or if you want something "off the top" try some rock and roll, punk, clothing sites....like ROCKCZAR.COM or something like a simple Google to GQ,LL Bean....use a combo of ideas from different sites; I personally love "mist" that's easily achieved from dry ice and lots of pine cones, but sexy wonderland type of setting; layers of fabric with food on top, "piles" of confetti in bowls just waiting till midnight, great music, fun people...just go with the flow....

http://about.com has compiled a list of several crafts and decorations complete with links to instructions on how to make each one. Here's the link to the about.com page: http://familycrafts.about.com/cs/newyears/a/121400a.htm
Here's a website full of fun New Year's Eve crafts for children: http://www.makingfriends.com/newsyearseve_crafts.htm
This site describes several party favor tips for a New Year's party: http://home.ivillage.com/holiday/seasonal/0,,h45f,00.html
My family used to get all sorts of colorful construction paper and make our own confetti. It's not hard... you just cut the paper into tiny little bits, mix it all together, put handfuls of it into individual baggies, hand out the pags to whoever wants one, and then toss it all over the street when midnight hits!
We also made party glasses out of old cereal boxes. It's stiff enough to keep it's glasses shape and you can also decorate it with feathers and glitter and whatever else you'd like.
