My daughter want a cocktail party for her birthday,she is only 11, of course no drinking but pretty dresses, any idea on how i should decorate,party favors,music, ect......

get the disposable champagne glasses. Lots of glitter confetti and glamourous stuff. Think Sex in the City for minors. Set up a "bar" where they can order non-alcoholic drinks. You can get the mixes for drinks that don't have the alcohol in them. Get fancy napkins with her name inprinted on them. Go to www.orientaltrading.com. They have tons of party supplies super cheap.

If your daughter hasn't thought of a theme for her party, get a few party planner magazines, some recipes for non-alcoholic drinks, maybe a deli tray from the grocery store or a party sized sandwich from Subway, and then buy your supplies from a discount party supplier.
For music, why not some Cd's with a variety of different artists? But again, it may depend on the theme of the party.

Think adult party with out the alcohol, make virgin cosmos and margaritas, sparkiling aple juice and lots of finger food. Go to a good party store and get flashey paper plates and lots of sparkeling decorations have a bar set up with the bartender and if money or family allows waiters to circle the room with food.

Costco has great hor d'overes in their freezer section. Make virgin cosmopolitans and have sparking cider in champagne glasses. If you want to to spend a few more $$$ consider having caviar and brie to expose them to other adult type foods. Have fun!
