Make sure the school is accredited. Capella University and Walden University both have highly rated online programs that have a minimal residency.

The short, blunt answer is there are no good on-line docctoral programs.
On-line courses as part of a program--undergraduate or graduate--can be both valuable and convenient. But they are not an adequate substitute for an entire program of study. There are a very few universities that offer degree programs at the undergrad or master's level in a few areas--but not the doctoral.
Legitimate doctoral programs involve much more than taking courses--and you cannot do all of it on-line. If you are really interested--but by preference or due to your circumstances want to do some of the coursework on-line, some doctoral programs not do this. But you'll just have to contact particular programs and ask what they allow. But bear in mind--if it's a legitimate program, you won't be able to do everything on-line.

I've wondered the same thing...and what I have found is that it doesn't exist yet. I'm working on my masters right now, and I hope that in the future there will be better programs where you can go part-time and do a mix of class/online for your Ph.D.
