The best way to start is by chatting. Try to enter a multi user chat room. You can do so by joining Internet Relay Chat also known as IRC. You'll also probably need to download a client like MIRC etc.
This is how you start making friends. Once you've made a few then you can use instant messengers like Yahoo to continue.
Another alternative way is to join online communities like orkut, yahoo groups etc.

Its hit and miss. Just like in real life.
Maybe check out message boards, chatrooms. A great place is online games. Many games have lobbys where folks hang out and chit chat about the game and other things.
Stay away from the yahoo chatrooms. Nothing but bots there... wonder when yahoo will fix this problem..lol
advoid myspace and blogs too.. they're a waste of time and nothing good comes from them.

Yahoo messenger is the best way for net friends. Just go to the chat room and add the contacts you like chattin to. You can try some other websites like:- www.ringo.com, www.hi5.com, www.tagged.com, www.orkut.com, and www.fropper.com.

i use msn, latest version is Live, you can download a great mod too, its called MsgLive Plus. Try it, it groups all your convos together

go to yahoo chat and select ur area by intrest and go to their room and cht with ppl and add as frnd if u like or both u know well each other.
