Practise and experience. You need a poker face and be able to give the impression to the person you are bargaining with that you are doing them a favour and you will walk away if you don't get what you want. Best way to start is by entering into negotiations that you will happily walk away from. This gives you confidence, an opportunity see how much other people will move in their bargaining and a chance to watch and learn about body language. Good luck, it's fun!

To start with you should know as much as you can about the subject. Research prices and trends for the subject you are bargaining for. Know a fair price for it and what you are willing to pay before you start haggling and be able to back up your position with facts. Don't be afraid to walk away if you can't move the seller to what you know is a fair price. Almost as important as knowledge is how you look. If you look good, you feel good. Dress for success.

Tel yourself before you start bargaining that you do not really need the item. If you can get it for your price OK otherwise you will let it go

To answer your question you need to build your personal confidence first. If you don't have confidence you will fold under pressure.
