I think you are asking for two different things. An internet speed booster you can get from Google's Web Accelerator. It works really well and cuts down on the time it takes to navigate the web.
A download accelerator speeds up downloads. I have used MetaProducts' Download Express for years and even though I have broadband, it still cuts download time in half. And it isn't a piece of crap, it's a very handy utility. You can download with it, or not, your choice. If you are interested, here's the site:

personally those speed booster things should b considered spam or bull shi*. im assuming that you dont have dsl or high speed cable. if you had either one of these you would not have that time out problem. You really gotta upgrade to dsl or cable

Depends on what you are trying to download. If you are using something like Limewire or other P2P, you are going to have time outs all the time.

go into your control panel and click on administrative options there you will be able to set the settings on how long you want the down load to continue and most select the option no limit or no time out.
