Regardless if they're leather or plastic...You can use black shoe polish, vaseline, baby oil, olive oil. I wouldn't suggest a marker because black markers usually have a blue or purple tint to them, and especially if you're putting it on a scuff where the finish has come off and it looks almost like cloth underneath...it'll just make it look worse and not very smooth. You can try a marker if you want, just make sure you put something oily over it.
I have plastic (non-leather) boots and they have scuffs...black shoe polish works excellent on them. Just apply, let it sit for 20 mins and buff off...and you don't really have to buff that much on the scuffed part. Just enough to get the excess off.

Time to get out a damp cloth and wipe the dirt away.
Next you need some black shoe polish. Work a little into the scuff to retore its color, then apply a coat of polish to both boots, rubbing the polish into the leather.
For a nice soft shine finish up by buffing them with a soft rag, such as an old tee shirt. By doing this regularly, the leather will stay soft and your boots will always be looking good. The waxes or silicones in the polish also provides a protective layer against dirt and water.

Try using a black permament marker or some black shoe polish. The permament marker trick always worked for me! I just color in the areas that are scuffed up and u can`t tell unless someone is looking extremely closely to your shoes.

if they are dress boots than you may wipe them off with water and then shine them up with shoe polisher. just make sure u dont use to much.
