A child being overweight can delay the onset of puberty. Fat absorbs testosterone and therefore slows some of the natural processes of puberty. One of the things that happens during male puberty is the penis grows to its adult length, so an overweight teen can have a child's penis when everyone else's is growing. Once puberty does happen, however, the penis will still grow to whatever size it was supposed to be, although extra fat can cover up some of the shaft. Anyone who played football in high school probably remembers the one token fat kid who still didn't have a lot a body hair or other secondary sex characteristics well into his junior or even senior year.

Penis size is more genetic than anything but it appears smaller if you are overweight because your penis is anchored so it doesn't move outwards as your skin does because of excess weight gain. For example if you have a 8 inch penis when measured from your bone but you have 5 inches of fat/muscle/othertissue on top of your bone then your penis will only appear to be 3 inches long.

Apparently you lose around 0.5 inch of penis every 15lbs you are overweight, presuming that those 15lbs are complete fat. If someone loses weight after being obese or reasonably overweight then not only will their penis be slightly larger because of the fat tissue, but their penis compared to the size of their body will look larger.

Yes this is true, this is because there is less blood circulating to the penis as most of it is being circulated around the extra fat on your abdomen, therefore you penis is smaller.

on overweight guys the penis may look small but in the absence of the fat in the pubic region they may well be bigger than you are.
