Red plate - under a scheme that allows them to be driven only during 'off peak' periods. These cars are called "Off Peak Cars" (OPC for short). To drive them during "peak hours" (7am - 7pm) owners have to pay for a permit.

Blue - usually temporary number plates used for test drive of new cars that are still unregistered.

There are other special coloured number plates like:

blue/yellow: a car sharing scheme such as the Honda Diracc http://www.hondadiracc.com.sg/
diagonal red/yellow: private cars to be used only in private property such as car learning centres
straight red/yellow: antique cars not meant for road use. Special permit can be applied to allow the car to be driven on the the road.

but they belong to the minority of the car population and most likely will not affect anyone.

The typical car plate you will see on most cars is white words/numbers on a black background. Or blue words on a yellow background.
