If there is a 17 year old male flirting himself around VERY young girls, especially 9-12, he needs to be reported to someone within the families of the little girls. The 13-14 year old girls also need to be talked to. IF they are being sexual active they need to contact Planned Parent Hood to be educated and get protection. Some yound girls will not listen to other girls. Some times a counselor or nurse from the prevention clinic will get through to them. This question really hurts my heart. If any of these girls have an older brother, he should know what this 17 year old is up to and protect his sister(s).
Please get those girls some guidance from within the community and fast.

9-13 sounds wayyyy unreasonable, but 14 sounds like she could handle herself. How old are you? If you are like 19 they might not listen to you because of your age. I would talk to the younger girls' parents, before you call the police department. How far do they actually go? If it is just flirting I would not make a big deal, but if it goes to like, fingering, or something of that magnitude I would definitely make a stink.

He is doing the wrong thing. Its that simple. and in another year he could get into deep excrement in the full legal sense of the word. If he doesnt listen to reason then you need to speak to his parents, or a rational older brother or father figure. failing that maybe the girl's parents? failing all of that the authorities. You havent described your role in this though. Are you a concerned parent? A teacher? your own responsibilities and "Duty of Care" will vary according to your role.

That's the way it is, nowadays. I will told them what will be the consequences of their action and if they don't want to listen then to bad for them. We are free to choose what we want in life, and i think you will agree with me when i say: Tomorrow's future its not the children, children nowadays are so lost that if they are the future then we are about to have the end of the world, on the other hand, tomorrow's future is the parents who will transmit the Faith to their children. If the world is what it is today, is because we have chosen to follow our own desires and our own passions, and that is what our kids will be doing.

He needs someone to talk to him. Someone in authority. A policeman, guidance councilor or even a minister and if he doesn't listen to them they would have to contact the parents of the girls to let them know whats going on and what can happen.

Might I suggest that you advise him that you will report him if you see him doing this again.
If they go further that just the kissing and such they could get pregnant.
Do the girls object to the advances?
be careful and possibly report to an adult who will stop these interactions.
