Reset button does almost the same thing as you would do by turning the computer off and on again. This helps if the computer freezes or cannot be shut down in regular manner.
So, when computer does not respond, hit the reset button and wait for it to restart.

Restart button you mean? Well that means if your computer is frozen or something, you can restart it and it will work better after that.
