So the government can keep track of you at all times. They can already do this to a certain extend with mobile phones and credit cards. Even when turned off it is possible to locate the position of a mobile phone, and a credit card can be detected every time it is used. With DNA the government could be absolutely certain if you were at a location - because your DNA (feasably) couldn't be carried by someone else.
This of course could help immensely in the detecting of crimes. Just gather all the DNA at a crime scene, and question everyone whose DNA was there - the criminal has got to be one of them. However it also restricts civil liberties - is it the government's buisiness to know exactly where you are and what you're doing all the time?
Also it gives the government a lot of information about you - whether you're predisposed to getting cancer, or you have a recessive gene for cystic fibrosis. It may also however give them information on whether you have 'criminal' genes - genes which make you more predisposed to crime. Imagine being arrested just because your genes say you MIGHT commit a crime - even though you've actually done nothing wrong.
The government may also be able to sell this information (for an awful lot of money) to companies who could make personalised advertising. If you could be shown to genetically have an addictive personality then companies could potentially bombard you with adverts for cigarettes, alcohol and gambling, because they think you will eventually crack and be hooked for life.

with the advances in DNA evidence, it would naturally follow that the govt would want a complete inventory of individuals in AMerica. It would aid immensely in crime solving. (I agree that it is crazy). It could be used in issuing ID's such as passports and drivers licenses. At one time you had to submit a fingerprint to obtain a drivers license. This is largely the same thing, and should be fought as an invasion of privacy as the fingerprint thing was

In Oklahoma to get a drivers license they take a DNA sample and fingerprints. I think it is a good idea. It helps put a name to a crime where dna and fingerprints have been left!
