The city would not offer to fix it free in the first place, in fact you would be getting a ticket for driving past the barriers and endangering the city workers in the manhole.
What possible damage would it do anyway? Your car would be at a slight angle, perhaps resting on the frame. It would take the tow truck about 8 seconds flat to extract you from that problem, but you would pay the full service call price.
If you then attempted to sue, the city council would meet, deny your claim and turn it over to their insurance and the lawyers there would tie you up for years in litigation.
All hypothetical of course. What would the world be like if there were no hypothetical questions?

I would keep it simple. A bad deal is better than a good fight. You are looking for fair compensation. If you think they owe you anything else, then talk to the lawyer and if they agree then have him/her let them know.

For one thing you will not get millions duh, you better just get your tire fixed and any damage that may have incurred when the car hit the manhole, if the city is picking up the tab,most cities will not even do that.,so get it fixed.

No. You can't sue most cities anyway; they're immune from suit. Most governmental agencies are.
