Going to Monster.com is a futile attempt, as you have NO working visa and any employer who will hire you must sponsor you first. Unless you have EXCEPTIONAL background -- e.g. you studied at Harvard, you invented something (the Filipino student from AMA who invented the "I love you" virus got hired by a UK computer security firm), using online services will be a useless process.

You did not specify what your field is. Some fields (e.g. nursing) have an easier chance to get a job in the US. You have two main options:

1 - Find a genuine recruiter. There are recruiters going around campuses and offices looking for potential recruits. A few years ago, the IT department of Philamlife suffered significant turnovers because the senior staffs kept getting recruited to work in computer companies in the US.

2 - Go to the US and apply here personally. This is easier for employers because you are already in the US and they won't have to worry about you coming here (read: you paid for your transport, not them).

However, your drawbacks are still significant -- getting a tourist visa by and itself to the US from the Philippines is like getting through a needle. You need to have a strong proof that you are coming back to the Philippines (do not ever tell the consul that you are planning to apply for a job as that is the fastest way to get your tourist visa denied). You also need to show proof that you have the financial means to actually travel.

Once in the US, you will be applying without social security number (and many will not hire anyone without a SSN) and the company will need to sponsor you. You need to bring something special to them for the company to be actually be willing to spend money and resources sponsoring foreign employee.

It will not be easy, but many have done it before you. So if you have a lot of guts, sense of adventure, and lots of relatives to fall back on when you are in the US, you can do it
