the ones who apply the explosives.
The suppliers make many explosives for mining and other construction type projects. This would be like saying the ocean is bad because you can drown someone in it.

Either could be dangerous. It depends what you're applying it to/for, or who you're supplying it to. If you were selling explosives to people who were going to use them for terrorist acts then of course that is very dangerous - but then again so are the people who are going to use the explosives for that act. If the suppliers hadn't supplied them with those particular explosives then the chances are someone else would have - so in general I'd say the people who are applying the explosives are the more dangerous, even if those who supply must also be responsible.

I think it's the suppliers. I feel like too many things are created for their own sake without thought given to the applications and ramifications. Too often things are first invented and built and a purpose is generated later, or the technology is twisted to apply to warfare. I'm so flipping tired of hearing scientists say they are not responsible for the application of their discoveries. "I'm a RESEARCH scientist", they cry. "I believe in knowledge for its own sake! Right and wrong are subjective! They are not measurable and therefore do not exist, so don't involve my big brain in your petty semantics!" I am more afraid of those people than anything else. At least a guy with a bomb is involved. I feel more confident about my ability to reason with him, than with some heartless ba$tard at a desk who suffers from a god complex and control issues. They won't be satisfied until they reach Orwellian levels of control, until every thing and person is converted to cash. By definition, a "resource" is "a country's collective means of becoming wealthier, as respresented by land, minerals, or other assets(OED)." So, NATURAL resources, HUMAN resources... we are all just fodder for the big machine, baby. The big machine is all about money and power. And technology unchecked, funded by big corporations and built by scientists who claim it they have no part in the application is how we are going to get to surveillance society, to "1984", to the "boot in the human face... forever." And I strongly suspect I'm going to wind up on some government list for saying so.

I'd have to agree with LeoGirl- especially because she and I share the same birth month and day!
Obviously both may be held liable- depending on motive and intent. Same as guns... Guns don't kill people, people kill people.
