Complete driving school with at least all bronzes. After a phone call from your garage, you can then buy a showroom next to the station. Do the mission from your garage and then you can mod the Elegy, Sultan, Uranus and Flash there

There is no way, to my knowledge. GTA is probably the best game in the world. San Andreas kicks ***.
