To create an actual website,you can go to www.freewebs.com . That will allow you to create your own website.However,if you are looking for a blogging site you can use yahoo 360! (I actually prefer that over myspace). www.360.yahoo.com . Myspace is the fad,so that site is www.myspace.com .Then there is xanga, www.xanga.com . There are several hosting companies available that offer free hosting and tools to develop your own site. If you do not feel you can accomplish this task, the next step would be to hire a professional web designer (such as myself) :D.
On a more serious note, try http://www.thinkhost.com. They offer domain names at a reasonable cost and provide templates so that all you have to do is basically fill in the blanks. If you choose not to purchase a domain name they do have free hosting options. And the best thing of all is that they are earth friendly. All of the energy required to run their servers comes from the sun or wind. (solar panels and windmills)

For that u must know the designing part, then html, dreamweaver. When ur web site will be designed then u have to pay some subscription charges for per year(every year u hav to pay this). Subscription charges depends on ur site's size that how much web space it take.

I recommend Tripod.com. It's free, and their sitebuilder tool does everything for you until you gradually learn how things work. I have found it to be more understandable than Yahoo. Have fun!
