I've been told that is the kind of policy that Germany used against Austria in 1914. What does it really mean? What does a country do when it pursues a blank check policy?

I've been told that is the kind of policy that Germany used against Austria in 1914. What does it really mean? What does a country do when it pursues a blank check policy?

Thanks for answers but the policy is not related to economics, it is about some diplomatic relationships that I fail to understand.

Germany offered help to Austria if it is attacked and they say it was a blank check policy. Why is that?

It has more to do with how much money is spent on a project. The government makes it ok to spend as much money as they need, there is no budget constraints to worry about, the completion of the project is that important.

It is a concept perfected by liberals to allow them to spend as much money as they want on anything they want without requiring the consent of the American people.
