i tried almost all cars. but the blip icon wont show up on the map so i'm thinkin theres a mission i have to do is there?

You will have to buy it, and then complete 4 mission from your garage. After that, you can mod the Elegy, the Sultan, the Uranus, the Flash car in Wheel Arch Angels

I have already answered your previous question about this matter. Just buy the Kong Cars facing your San Fierro Garage, do its missions and the Wheels Arch Angels will be unlocked.
