No.
With a pre-paid the concept is that you have a preset limit (what you have bought) to what you can use. Once the creidt has expired, you must 'refill' the credit via another pre-paid voucher.
A pay-as-you-go usually has a base rate (say of 20 pounds) per month, and then additional calls etc are charged on top of that, once the initial base rate has been exceeded.
The plans do tend to get rather complex- but if you're using youre phone for business I would strongly recommend a plan/pay-as-you-go as then you won't run out of credit at the most inopportune time.
Prepaid is fantastic for kids/teenagers as they can't exceed the set prepaid amount.
Although, bear in mind, that there are new 'capped' plans which have a maximum upper limit that cannot be exceeded or will incur a minor charge- these are fine for kids too or if you seldom use your mobile.
I would strongly recommend you talk with a sales rep- they're usually helpful and honest and will find the plan to fit your needs best (they do work on sales commissions, but they aim for volume of sales to earn the most money- the point being that they won't usually rip you off- I owned a phone store franchise at one point).
I'd go for a major carrier if I were you such as Vodaphone, Virgin, Orange, 3, Hutchinson as their coverage and services tend to be better.
I'd love to give you some links, but I have no idea where you're located mate!
Best of luck!

The answer is YES
It varys from mobile network providers to what they refer to it as.
ie vodafone it it called pay as you talk
Prepay term means you pay first eg by putting credit on the phone before using it. The opposite would be post pay which refers to having a contract, were you pay when you get you bill Post being after the event eg after you have made a call you are billed for it

no with the prepay you buy the card and when the minutes run out you can't use it. With the pay as you go you will get a bill for all the minutes used in a month. At least that is the way my service works.

Yes, one could venture to say that the terms "prepay" and "pay as you go" are indeed synonymous in terms of cellular service.
