Enable the pop up blocker in your browser. Then download and install Google Toolbar and enable the pop up blocker on that too. Between them they should keep most of the crap at bay.

Get somehing greater effective then all the loose suff (use that as backup) attempt getting Kaspersky AV, and the two secret agent Sweeper or SpyDocotr. Then swap to Opera broswer or Firefox browser as those would have much less pop-ups.

go to add/remove programs and remove anything that looks like a search or ad toolbar. Also get spybot search and destroy and adaware. these will probably remve any popup advertising. Easiest place to get these are to get them from download.com
