Pulled my old (1997) Candy fridge freezer out of the shed to use over christmas for extra food etc, it has been stood for 14 month.

Cleaned it out and turned it on, freezer works fridge does not.
Checked thermostat in fridge thats switching ok, power down to danfoss compressor wasen't working, give it a bat started working ok, must have been jammed. Heat is moving around the coil on back of fridge ok.

In the freezer compartment (Below the fridge) the coils at the top are frosted up with snow on them (within 20min of turning it on) and nothing on the bottom and middle set ?.

The frost on the upper set of coils is due to sudden expansion of coolant (Boyles law) It can only expand like that (20 min you said) if there is a shortage of coolant. You need to be regassed.

well it sounds like your evaperator fan is not blowing air over the coil. That is the fan which blows cold air into the freezer compartment. There is a door that adjust and allows cold air to migrate the the refrigerator. There is only one stat and it controls temp. for the freezer only. good luck

gas is not circulating. Place a fan near the coils and see if that helps, if not you could have lost some gas while storing it. Check the fittings for darker dirt than surrounding area, indication it is leaking.

Is the fan that circulates the cold air working? Need oil?

think it is short of rerigerant,you will have to call an engineer to it,but turn it off until he arrives,or it will cause more damage and cost you more,he should be able to fix it there and then but dont let him try to baffle you its just lost it because it hasnt been used for ages
